Title of Sessions:

Funding General Fund Operations and Capital Needs: Pros and Cons of Various Property-Related Tax Revenue Options with Wing-See Fox

Understanding Tariffs: Implications for Local Governments with Alaynè Marie Sampson and Steve Huntley

Session Descriptions:

This will cover a brief history of tariffs and their uses, related laws, significant historical examples, and how the evolving tariff policies of today could impact local governments. The speakers will demystify the complex topic of tariffs through an interactive and approachable format. Participants will gain actionable insights and resources to confidently address questions about how tariffs could impact their communities. By the end of this course, participants will be able to:

  • Understand the historical evolution of tariffs in both the United States and abroad and their role in shaping trade policy.
  • Apply the lessons from some historical case studies, analyzing their implementation and consequences on trade, the U.S. economy, and consumers.
  • Assess the potential impacts of current U.S. tariff policies for California public agencies.

Many cities run lean General Fund budgets despite needing to meet extensive service demands and capital needs, and yet expenses are growing at a faster rate than revenues.  Is taking a property-related tax revenue measure to voters a viable option to shore up your city’s fiscal sustainability and fund priority capital improvement projects?  Learn about what options are available, pros and cons, and how they have fared at the ballot box in the Monterey Bay region.
