It’s hard to believe, but the countdown is officially on! I’m thrilled to invite you to the 2026 CSMFO Annual Conference, happening February 24–27, 2026 at the Palm Springs Convention Center, and I can confidently say – this is one conference you do not want to miss.
 
Our theme this year, “Explore Our Financial Landscape,” isn’t just a catchy phrase. It’s a promise: a promise of meaningful learning, valuable connection, fresh inspiration, and yes… a whole lot of fun, all set against the beautiful backdrop of the Coachella Valley.
 
Let’s start with education, because that’s what we do best. On Tuesday, we’re offering six different preconference educational sessions, giving you the opportunity to dive deep into timely topics before the main conference even begins. If one of these sessions piques your interest but you can’t attend the conference, it is not a problem! You can register at this link for the session you would like to attend.
 
From there, on Wednesday the learning continues when the conference opens to an impressive 53 concurrent sessions, totaling 23.5 hours of potential CPE. Whether you’re sharpening technical skills or expanding leadership perspectives, you’ll leave smarter, stronger, and ready to tackle whatever comes next.
 
Of course, learning doesn’t only happen in a classroom. If you’re looking to mix in some movement and networking, we’ve got you covered. Our preconference day also includes optional activities (separate registration required) to join colleagues on the green at Tahquitz Creek Golf Course or grab a paddle for pickleball at The Courts at Palm Desert Resort – because some of the best conversations happen between serves and swings.
 
We’re also excited about our featured speakers, who are sure to inform and inspire. You’ll hear from Melissa Stockwell, whose story of resilience and leadership is unforgettable; Michael Coleman & Friends, bringing insight, humor, and perspective to the ever-evolving world of public finance; and Christopher Thornburg, who always entertains while challenging the way you think about the economy and what lies ahead.
 
And then there’s the Exhibit Hall – home to 115+ exhibitors ready to connect, share ideas, and showcase solutions that support the work you do every day. Access to this depth and variety of resources alone is worth the price of admission. Be sure to join us for the Wednesday Exhibitor Reception, where great conversations pair perfectly with good food and drinks.
 
Now… let’s talk about Thursday night.
 
That’s when “Fund Fest” takes over the Convention Center’s Primrose Ballroom and Foyer in true Coachella Valley style. Expect live local entertainment – from guitar and sax performances to full-on karaoke moments – plus DJ Alf Alpha keeping the dance floor moving all night long. Prefer a more laid-back vibe? Enjoy lawn games, lounge seating, fun photo opportunities, and plenty of space to relax and connect. And don’t worry – you won’t go hungry or thirsty. There will be a plethora of food and drink options, including two drink tickets included with registration, along with a cash bar.

As a fun pre-conference event and tradition which offers an excellent opportunity to network with conference attendees, BMO is once again sponsoring its 14th Annual Pickleball Mixer on Tuesday, February 24, 2026, at the Courts at Palm Desert Resort. Learn why pickleball is America’s fastest growing sport and enjoy a friendly game that connects players across generations and abilities.


Whether you’re a pickleball pro or have never played before and always wanted to learn, this mixer is for you! The event starts with a free clinic conducted by pickleball professionals. Attendees will be grouped by ability level, so new participants can learn the basics while those who have played before can refresh their skills. After the clinic, there will be an opportunity to for some friendly competition with a round-robin tournament. Winners will be determined for each group based on cumulative scores, and medals will be awarded and presented by our event partner, Oracle.

 

All proceeds will go towards CSMFO scholarships, so it is not only a fun event but for a worthy cause as well. Whether you have participated in the past or are joining us for the first time, this promises to be an entertaining event which combines physical activity and great networking opportunities!

The CSMFO Annual Conference is right around the corner! As you prepare for your trip, here are a few important details to keep in mind.

Be sure to visit the 2025 CSMFO Annual Conference page or the CSMFO app for the latest updates before you travel.

About Your Badge
Your RFID-enabled name badge is essential for accessing all official events and tracking CPE credits. This technology automatically records your entry and exit from sessions and event areas, eliminating the need to check in manually or wait in line. Your badge data is only visible during the event and within the event space. If you prefer not to have your session attendance tracked, please notify us in advance to opt-out. Beyond CPE tracking, this data helps us understand session attendance patterns to improve future conferences. To ensure accurate tracking, always wear your badge and use doors equipped with RFID trusses when entering or exiting sessions.

Schedule
The schedule is available online on the CSMFO conference app. You can access this app by going to the App store and searching “CSMFO Conference”. 

Note that to be environmentally conscious, there will NOT be printed programs available at the conference. Please bring your own printed copy if you prefer that to the mobile app.

Registration
Registration is open Tuesday in the second-floor foyer of the San Jose Convention Center from 2:00 – 5:00 pm and will open at 7:30 am on Wednesday – Friday morning.

Online registration is now closed, but onsite registration will be available. Any edits or transfers to existing registrations must be made onsite.

First-time Attendees and Member Benefit Session
This session is available for you to learn more about the conference sessions and events, or CSMFO as a whole! Join us on Wednesday morning starting at 8:30 am. 

Additionally, we are offering a first-time attendee meet-up on Thursday evening to walk to the Tech Interactive event. More information can be found in the schedule!

Pre-Conference Sessions
Registered for a pre-conference session on Tuesday? Check in 30 minutes before your session outside of the meeting room. If you are also attending the conference, you can check in for the conference at the registration desks starting at 2:00 pm Tuesday or Wednesday beginning at 7:30 am. Note that lunch is only provided for the full-day sessions or if you are attending both ½ day sessions.

Thursday Night Event - Tech Interactive
Join us for an evening of great food, drinks, and networking from 6:00 PM to 10:00 PM, just a short walk from the convention center. Admission is complimentary for full conference registrants, while guest tickets are available for $125 and can be purchased during registration.

Guest Access
Guest tickets are only available for the Thursday Night Event and must be pre-purchased either in advance or at the registration desk prior to the event. No tickets will be available at the event. Guest tickets are not available for lunches, breakfasts, and the Wednesday Exhibit Hall Reception. 

Exhibit Hall
The official opening of the Exhibit Hall is on Wednesday at 8:30 am. Coffee service and pastries will be offered in the Hall. Don’t miss the exhibit hall reception on Wednesday evening from 5:15 – 6:15 pm. Be sure to bring your drink ticket which is attached to your name badge. Note: This event is only for conference registrants.

Make sure to participate in the Exhibit Hall game! Located in the conference mobile app, use your phone to scan QR codes at participating exhibitor booths to complete a secret phrase. Once complete, you will be automatically entered into a drawing for one of three prizes. The drawing is taking place on Thursday afternoon at the 2:45 – 3:30 pm break. You must be present to win.

Internet Access
Complimentary internet is provided at the San Jose Convention Center. SSID is SJCC WiFi and there is no password, splash page authentication, or email registration required to connect.

Complimentary Headshot Station
Stop by the Headshot Station at the convention center to reserve your spot for a professional headshot! The station will be open on Wednesday from 12:00 PM to 6:00 PM and Thursday from 7:30 am to 11:30 am and 1:00 PM to 4:00 PM. This is always a popular offering, so we recommend signing up early to secure your spot.

Weather Conditions
San Jose's weather during the conference is expected to have highs in the 60s and lows in the 40s, with a chance of light rain later in the week. Be sure to check the forecast before you travel and pack accordingly for cool mornings and evenings.

Parking
If you are driving to the conference, the Convention Center parking is located at 401 S. Almaden Blvd. San Jose, CA 95110, The garage is color-coded with the Green side of the parking garage being the best side to enter as it is closest to where the CSMFO conference is located inside the Center. Use the green doors to enter the building. Elevators will be located inside the building, there is no elevator access directly from the garage. Daily parking in the garage is $25 (no in/out privileges). If you are staying at a conference hotel and driving, the hotel parking rate will prevail.

Attire
The conference dress code is business casual. Comfortable walking shoes are advised. Remember to bring a jacket or sweater as indoor temperatures vary.

Empowerment 2025: Leveraging Your Conference Experience and Your CSMFO Membership Benefits (Wednesday, 8:30 am-9:45 am)
To kick things off, this “Early Bird” session will provide a conference overview as well as suggestions for getting the most out of your conference experience, while also identifying strategies for leveraging your CSMFO membership benefits throughout the year. This is a great opportunity for first-time attendees to get the lay of the CSMFO Conference land.

Connect Space
On the first floor of the convention center, below our conference location, there will be an open Connect Space. This is a separate lounge and networking area for conference attendees. Feel free to use this space for impromptu catchups and chats!

Women in Public Finance Morning Mix (Wednesday, 8 am-10 am)
Start your day with some fresh air and camaraderie, hosted by California’s three Women in Public Finance chapters! Gather in the Hilton hotel lobby at 8 am for an invigorating power walk in the neighborhood. Along the way, the group will stop at La Vic’s Taqueria for their renowned breakfast burritos!

Wellness Room
As much value as connection brings, sometimes a large conference can be overwhelming, and we need a break from the hustle and bustle. For the first time, the CSMFO Conference is offering a dedicated Wellness Room (Room 114) for those who need a quiet and safe space to take a breath. Hydration and healthy snacks will be provided. If you find yourself in crisis and in need of help, information on how to access a lifeline connecting you to a trained counselor will be posted.

CSMFO Chapter Breakfast
If you’re well rested from the Thursday Night Event (or even if you’re not), join the Friday morning buffet breakfast in the Grand Ballroom at 7:30 am to network with colleagues from your local CSMFO Chapter! Tables will have signage, and there will be a map directing you to the right table as well.

Marcus Pimentel is the Budget Manager for the County of Santa Cruz and an elected official serving as Treasurer for the Pajaro Valley Health Care District, which played a critical role in saving Watsonville Community Hospital. With nearly 30 years of leadership in local government finance and administration in the Monterey Bay area, Marcus has served as Finance Director for the City of Santa Cruz and Administrative Services Director for the City of Watsonville.

A dedicated advocate to professional excellence, Marcus has been an active volunteer with the California Society of Municipal Finance Officers (CSMFO) for over 20 years, serving as its 2021 President and contributing to multiple committees, including Communications, Membership, Technology, and Host, as well as chairing the Monterey Bay Chapter.

Marcus takes great pride in his family's Portuguese immigrant heritage and remains deeply committed to his community. Making the Most of Your CSMFO Annual Conference Experience

I used to think the CSMFO Annual Conference was just a box to check for continuing professional education credits. Now, I realize how much I was missing! The conference is a rich environment for networking, personal development, and forging long-lasting professional connections. If you're like I was—unsure of how to get involved—this article will give you some pointers on how to make the most of your CSMFO Annual Conference experience. 
1. Tag Along with a Friend

One of the easiest ways to break the ice and start making connections is to tag along with someone who is already involved in CSMFO. This is how I first got started. A colleague of mine, who had been attending for years, invited me to join him for some of the events. I attended CSMFO and vendor-sponsored gatherings, which were perfect opportunities to meet new people and put faces to names I had heard. If you have a colleague or friend who is active in CSMFO, ask them to introduce you to their network—it can be a game-changer!

But what if you don’t have that colleague or friend? Not to worry; there are plenty of ways to start building your network from scratch.

2. Start at the Local Level

CSMFO has local chapters, most of which hold quarterly meetings, and these smaller gatherings are far less intimidating than walking into a giant conference hall packed with thousands of attendees. In a local chapter, you can meet people in a more relaxed setting and develop meaningful relationships that will make you feel more comfortable when you do attend the larger, annual events.

Local chapters are a fantastic entry point into the organization, and they give you the chance to get involved at a pace that suits you. Plus, you’ll find that the connections you make locally will often have ripple effects when you attend larger conferences—suddenly, you’ll see familiar faces all around. In fact, you may have one last chance to engage with your local chapter before the annual conference kicks off. Many chapters host a winter meeting or, even better, a holiday luncheon. Be sure to check the calendar for details!

3. Don’t Be Afraid to Reach Out

One thing that surprised me was how approachable CSMFO leadership is. At one point, I had a question and decided to reach out to the CSMFO president-elect directly. I didn’t know if I’d receive a response, but instead, I was met with a warm and welcoming reply. This community is more inviting than I ever could have imagined, especially for someone who started off behind the computer scouring CSMFO knowledge base for answers.

Whether it’s reaching out to a fellow member, committee leader, or even someone on the executive board, don’t hesitate to send an email or start a conversation. Everyone is eager to help and share their experiences.

4. Attend After-Hours Events

The structured parts of the conference—sessions and panels—are undoubtedly valuable, but don’t underestimate the importance of the social events. After-hours gatherings are where people really relax and get to know one another on a personal level. These events offer a great way to meet others in a low-pressure setting, and since everyone is there to socialize, you’ll find that conversations flow easily. Vendor events are also excellent opportunities to build rapport with the service providers you work with or are interested in. Meeting people who use the same tools and services as you can lead to valuable discussions and new insights.

Conclusion: It’s More Than Just CPE Credits

Getting involved with CSMFO is about so much more than earning CPE credits. It’s about building relationships, developing professionally, and becoming part of a vibrant, welcoming community. If you haven’t taken full advantage of your membership yet, now is the time. Whether you start by attending a local chapter meeting or diving into a fun after-hours event at the annual conference, you’ll find that the connections you make are well worth the effort.

One of the first things you are asked after becoming President-Elect is: What is your conference theme going to be?  If you are an overthinker like me, something so fun and creative becomes an overwhelming process of meaning and messaging. 
About five years ago, the pandemic provided the opportunity for CSMFO to rethink the delivery of many of its member programs leading to quick expansion of webinar topics and the testing of new ways to engage members. The organization now finds itself in a period of focus and intentionality around delivering high-quality member value. It is with this context that I knew two key elements of the conference theme had to be education and connection.  

It is the attainment and application of knowledge that helps us to advance our careers and the professionalism of our agencies. The annual conference is CSMFO’s premier educational event with 5 pre-conference sessions, 51 concurrent sessions, and 3 featured speakers. The Program Committee has done an incredible job organizing sessions across seven course tracks and in consideration of all levels of professional experience to ensure content of interest for all in attendance. Additionally, the San Jose Convention Center provides generous space for a comfortable learning experience. In combination with the breadth of webinars and core courses delivered throughout the year, education will always be a cornerstone of CSMFO.

While education facilitates the technical aspects of our profession, I believe that it is the sharing of this knowledge, and the personal connections made along the way, that truly make municipal finance a fulfilling career. Conference Host Committee members have been busy all year ensuring that there are plenty of social opportunities for members to meet new colleagues and reconnect with annual conference besties. Several activities have been organized for first-time attendees, such as conference mentors, a session on leveraging your conference experience, and a pre-Thursday night meet up. These opportunities are intended to make our newcomers feel immediately welcomed to this powerhouse network. On that topic, the Thursday night event at The Tech Interactive is a block from the convention center and promises to be an unforgettable night of fun and socializing. Educational and networking resources are available in abundance to our members, and I hope that you will use them to your greatest advantage. 

I want to challenge you even further. Often, we limit our potential because we don’t know how to “get there” or we don’t want to fail or we have doubts, but what if you just took the one small step toward your next goal? The next promotion, leadership position, or new adventure? Come to the 2025 CSMFO Annual Conference for education and connection and leave empowered to achieve more and become your best self. 
As the Assistant Director of Administrative Services for the City of Lafayette, Jennifer Wakeman oversees accounting, investments, debt management, and budgeting/financial reporting, as well as benefits, plan administration, and policy development. While she enjoys managing the City’s finances and supporting staff, she simultaneously serves as President-Elect for the California Society of Municipal Finance Officers and as a Commissioner on the California Uniform Construction Cost Accounting Commission. Accustomed to working on many fronts at the same time, when not in the office, she can be found wrangling three rowdy sons ages 14, 12, and 7.

  • Must be a student member of CSMFO
  • Student membership is free to all students who are interested in local government and special district finance

Mentor Program

Student and First-Time Attendee scholarship recipients will participate in our conference mentor program! You’ll be introduced to one of our seasoned CSMFO conference-goers who will assist with any questions you may have or serve as another resource or colleague to connect with at the conference. More information will be provided closer to the event.

Your application and responses will be reviewed, and a decision will be made by November 11th, 2024. If you are awarded a scholarship, you will receive a confirmation by email by the end of November.

The application must be completed by October 25, 2024.

Please note that the scholarships do not cover travel expenses for the conference, such as flights, parking, and lodging costs, or the Tuesday pre-conference sessions, and are not reimbursed by CSMFO. If you are interested in pre-conference sessions, you will need to register separately and pay the respective fees for those events.

There are a limited number of scholarships. Scholarships are awarded to qualified applicants and are reviewed/awarded by the 2025 Conference Scholarship Committee.

As you may know, the much anticipated “CSMFO 2025 Annual Conference: Educate, Connect, Empower” will take place at the San Jose Convention Center February 18-21, 2025. And if you’ve checked your calendars, you may also have noticed that February 17, 2025, falls on the President’s Day holiday, and many schools across California have that week off. If you have school-aged kids and your family is made up of avid snow people, you may typically take that week to hit the slopes. But have you considered a family vacay (or if you’re local to the Greater Bay Area, a family staycay) in San José?  Don’t miss out on the 2025 CSMFO Conference—bringing your kids isn’t just for the Disney years!

The conference theme, CSMFO – Educate, Connect, Empower, acknowledges the core values of CSMFO and all that the annual conference has to offer. We look forward to the opportunity to connect with you and your colleagues for our premier training opportunity for staff at all levels, to learn from each other, and to gain a greater sense of empowerment from all that CSMFO has to offer!

At this time, we are seeking proposals for concurrent sessions. If you have an idea for a session, please let us know by completing the attached submission form. Note that these are NOT paid presentation opportunities.

 Concurrent sessions cover all aspects of local government finance, including accounting and financial reporting, budget and financial planning, financial management, treasury and debt, information technology and innovation, leadership and management skills, and any other finance-related topic. Many of our members either have utilities, or are separate special districts, so we are always interested in session proposals that would be pertinent to their operations. We are especially interested in those sessions that provide information about technical subjects, best practices, and topics that are relevant in the current financial and operational environment.
