At the 2024 CSMFO Annual Conference, we introduced the concept of budget gameplay by department representatives who early in the budget cycle rely on certain gameplaying strategies in the competition for scarce resources.  That session led to an opportunity for collaboration between practitioners and GFOA to publish a paper examining this topic from new perspectives:  associating gameplay strategies using a deck of cards and capitalizing on GFOA’s Financial Foundations for Budgeting as the defensive playbook for budget officers.  This session, originally presented at the 2025 CSMFO Annual Conference, discusses the content of that publication, which includes associating gameplay strategies with card shark gamesmanship, diving into why these games detract from the budget process’s reputation for being fair, and prescribing some tactics budget officers can add to their own playbook to counter the negative consequences.
