The City of Del Mar is recruiting for a versatile Management Analyst assigned to the Finance Division of the Administrative Services Department. The Finance Division handles the City’s accounting activities, including payroll, utility billing, accounts receivable, accounts payable and revenue collection, coordinates the budget process and prepares the budget document as well as annual financial reports required by the State and other reports.

Public finance or accounting experience is strongly desired. This position is expected to exercise initiative and independent judgment within established guidelines and provide professional support in a variety of areas. Assignments are typically received in broad outline form and require incumbents to use judgment in selecting appropriate procedures to solve routine to non-routine problems based on knowledge gained through experience. Projects may include analytical support for the budget and audit processes, forecasting and financial analysis, providing back up coverage for essential daily operations like accounts payable, supporting advisory committees, policy research and development, and the implementation of special projects, such as short-term rentals transient occupancy tax (TOT) monitoring and Enterprise Resource Planning (ERP) system implementation.

The following are examples of the types of job duties that may be found in the Management Analyst role:
- Participate in and support Finance Division's functions and assigned areas of responsibility, which may include analytical support for the budget and audit processes, forecasting and financial analysis, providing back up coverage for essential daily operations like accounts payable, supporting advisory committees, policy research and development.
- Assist with the implementation of special projects, such as short-term rentals transient occupancy tax (TOT) monitoring and Enterprise Resource Planning (ERP) system implementation.
- Prepare written and oral reports for the City Council, boards, commissions and other community groups; represent the City in the Community and at professional meetings; provide staff assistance to the City Council, boards, and commissions, as assigned.
- Assist with the preparation of budgets and provide ongoing analysis, recommendations and expenditure monitoring.
- Conduct surveys, perform research and statistical analysis on administrative, fiscal, and operational problems, and issue recommendations as appropriate.
- Prepare Requests for Proposals/Qualifications, contracts, and other procurement documents; aid in analysis, negotiation, and vendor selection; and administer contracts.
- As assigned, assist in or lead the coordination of activities with other City departments and divisions and with outside agencies.
- Assist in the development and implementation of the City's programs and systems, including developing and implementing policies, guidelines, and procedures; administering existing policies and procedures; and evaluating and developing City service delivery programs.
- Conduct fiscal analytical studies and prepare and submit data and reports involving the evaluation of City operations and services; ensure compliance with applicable state, federal and local regulations.
- Respond to citizen complaints and requests for information.
- Coordinate, support and manage programs and projects as assigned.
The Desired Minimum Qualifications

- The equivalent of a Bachelor's degree from an accredited college or university with major work in public administration or related field; and
