What We Do

The Finance Department’s mission is to provide sound fiscal analysis, support services, and reporting in an accurate, timely, cost-effective, and professional manner to City officials, departments, residents, and businesses. The Finance Department provides a variety of services through the operation of four major divisions: Budget, General Accounting, Purchasing, and Revenue. The Finance Department is responsible for the management and oversight of the City's budget, accounting activities, preparation of annual financial statements and facilitating their respective audits, accounts receivable and payable, procurement assistance and compliance reviews, investment management, business tax collection business and transient occupancy tax collections, cashiering functions, and utility billing.

 

 

Who We're Looking For

The City of Beverly Hills Finance Department is seeking a highly analytical and adaptable Senior Management Analyst to support revenue operations, financial oversight, and cross-departmental initiatives across a variety of areas including utility billing, general billing, cashiering, PCI compliance, business tax, regulatory permits, and more! This position integrates operational responsibilities with strategic, project-focused work, creating a dynamic environment where no two days are alike.

Daily activities may include reviewing cash receipts, reconciling bank activity, or analyzing revenue data to support accuracy and accountability. Work may also involve collaborating with IT and external vendors on the implementation of a new online payment platform, mapping workflows, or testing system configurations to ensure seamless functionality. Additional responsibilities can include drafting updated cash-handling or billing procedures, identifying process improvements, and developing automation to streamline email workflows and improve efficiency. Some days are highly detailed and operational, while others emphasize broader strategy and project execution. Most involve a meaningful blend of both.

Experience in public sector accounting, finance, budgeting, revenue operations, or overseeing accounts receivable, billing, or collections environments is desired. Strong analytical skills, sound judgment, and the ability to execute are essential.

Definition

To perform professional, analytical, administrative, and/or supervisory duties in various administrative staff functions including budget/financial analysis, program/project management, legislative analysis and development, policies and procedure development, organizational analysis, and asset and contract administration; to perform highly complex assignments involving research, analysis, planning, evaluation, and program coordination; and to provide highly responsible professional support to senior management.

 

Distinguishing Characteristics

This is the advanced journey-level class in the professional Management Analyst series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, independence of action taken, complexity of duties assigned and amount of time spent performing these duties, and by the nature of the public contact made. Incumbents provide advanced professional and technical administrative  assistance in conducting comprehensive analyses and coordination of municipal policies, organization, procedures, and services. Senior Management Analysts perform the most difficult and complex analytical work on assignments having greater impact on departmental operations or City-wide programs; exercise a high degree of responsibility for budgetary research, analysis and providing recommendations for consideration by management; and are responsible for the management and administration of a significant program, function, or service area.  The functions managed and special projects assigned typically require substantial knowledge of and interface with the department's  operations. Work responsibilities often require multi- departmental coordination and decisions that transcend the department. Employees in this class have considerable latitude in the application of policy and follow general guidelines in accomplishing assignments. Senior Management Analysts may represent the interests of the City on substantive policy and operational questions and/or provide technical and functional supervision over subordinate staff (or direct supervision over assigned staff).

This class is distinguished from the Management Analyst in that the latter assists higher level professional or supervisory/management staff members in various management tasks and projects covering a range of issues for an assigned department, performs routine analytical work, and do not have technical, functional, or direct supervisory responsibilities over subordinate staff.

 

Salary and Benefits
