Interim Executive Director Message - November Highlights and December Previews

November Board Highlights

On November 21 the CSMFO Board of Directors met virtually to discuss CSMFO business and receive updates from committees and chapters. Action taken included the Board’s approval of two agreements reinforcing our valued partnerships with Michael Coleman, who bring us updates on California municipal finance and with GFOA, who hosts our educational webinars. We also heard from Impact Association Management, who was selected to serve as our administrative support team. Over the past month, Impact has been observing and familiarizing themselves with CSMFO activities and will be taking the lead next month. We look forward to our partnership with them. A more formal introduction to the team will be coming in the new year.

We are so appreciative of CSMFO’s current provider, Smith Moore & Associates, for their support over the years. They have been a significant part of our organization’s journey as we have doubled in size, programming, and other activities. Many thanks go out to the current team of Catherine, Amanda, Janelle, Delicia, Amrit, Audie, Derrick, Krunal, Leo, and Sandy.

December Preview 

Is anyone else looking at their year-end to do list and checking it twice to confidently go into the holiday season? I know I have a few more things to accomplish but am happy that I have checked off my CSMFO membership renewal and my 2025 CSMFO Annual Conference registration from my to do list.

After a successful 28-year career, Margaret retired as the Executive Manager of Finance for West Basin Municipal Water District. An opportunity to support the Town of Discovery Bay CSD as their Finance Manager provides her the opportunity to help guide them through transformative. Margaret began her professional career at Coopers & Lybrand focusing primarily on governments and nonprofits. Margaret earned her B.A in Economics from U.C Santa Barbara. She maintains her license as a certified public accountant (CPA). In August 2024, Margaret was approved by the California Society of Municipal Finance Officers (CSMFO) Board to serve as Interim Executive Director where she has overall strategic and operational responsibility for CSMFO programs and execution of its mission. Margaret served as the 2018 President for CSMFO and also served in a variety of volunteer capacities. Margaret has also been active with CMTA and GFOA. In June 2022, Margaret joined California Class, a joint powers agency, as a Board of Trustee to serve a four-year term for this local government investment pool. In April 2024, Margaret joined the NIGP Certification Commission as a public stakeholder member.
