My Life as a CSMFO Board Member

As the old saying goes, “Time flies when you are having fun!” My first year as an elected Board Member of CSMFO and the first Commercial Member ever has
certainly gone by quickly. It was an honor to be elected by the members of this fine organization, and it has been a significant duty to get up to
speed and meaningfully participate with this dedicated group.

While I have been impressed with CSMFO for decades as a member, I am even more impressed today as a Board Member. The members demonstrate an incredible passion
for the organization and so much training that CSMFO provides today. And I am in awe of how much work it takes to run everything. The practical networking and real friendships
afforded are very nice and an added benefit for all CSMFO members.

Going back in time, I recall my first “official” role in serving CSMFO that happened about 20 years ago. John de Russy, who served the City of San Mateo for 35 years, invited me to be on the Host Committee for the
annual conference.
As far as I know, that was the first time a Commercial Member had been involved in an “official” task. At the first planning meeting, it was interesting to note some visible
confusion at my presence there. Fast forward to now when Commercial Members are active at many levels of the organization (i.e., I recently served on the Professional
Standards Committee), and, of course, one Commercial seat was added to the Board (one for now!). Thanks to the efforts of Marcus Pimentel and others, I joked that the
CSMFO apartheid era was over!
One of the first actions I wanted to accomplish as a Board Member was to adopt a Commercial Member Code of Ethics, which the Board adopted in mid-2024. The goal
of this Code was to essentially fill in a gap to ensure universal respect for all members and stipulate clear goals and rules of the road. It is imperative that all Commercial
Members adhere to professional standards of conduct as well as all laws and applicable rules. Commercial Members play a valuable and significant role in supporting California
communities, providing a variety of services and significant expertise.
I look forward to working more with CSMFO, supporting the strategic plan, acting as an “ambassador” to other sister groups like CSDA and Cal Cities, and adding
value to the organization and the communities served.

Tim Seufert is a CSMFO Board Member as well as Managing Director of NBS, a consulting firm working for local government agencies. He has over two decades of experience with local revenues and is often involved with funding and financing projects from
their inception and feasibility stage to their completion. This includes significant consulting and administration for Special Financing Districts (SFDs). Tim has addressed
the League of California Cities, CSDA, CSMFO, and other such audiences. He has a Master of Public Administration from SFSU and a Bachelor of Science in Finance from USC
and is a registered Municipal Advisor.
