September Meeting Recap: Board and Leadership in Action

Did you know that your elected CSMFO Board of Directors, committee chairs, and chapter leadership meet monthly to advance forward its training and member programs and explore what additional value to bring to CSMFO members? On September 18, the Board met in person in San Ramon for a full afternoon to approve and discuss items that culminate a year of action of various volunteers and staff.

The Board’s work is guided by three core goals adopted as part of the CSMFO strategic plan: organizational sustainability, professional development, and member engagement. Each of these goals are tied to specific strategic initiatives aimed at returning value for our members’ investment and time. At September’s meeting, the following important actions were taken by the Board:

Heard progress on the 2025 Strategic Plan initiatives

  • Approved the 2026 Conference Budget
  • Heard results of the 2025 Membership Survey
  • Approved 2026 Member Dues and Program Fees 
  • Heard about new Member Profiles 
  • Reviewed mid-year financial results
  • Reviewed CSMFO’s Retention Policy and Schedule 
  • Explored Government Finance Professionals Week 
  • Discussed updates to Governance Handbook

In addition, we love hearing from our committee chairs, chapter chairs and board members on their activities and their role in making a difference for our members. These volunteers are delivering on our mission in a variety of ways, from the development of new training classes, outreach to college students, developing the conference program, hosting chapter meetings, delivering CSMFO News, and keeping an eye on developments that may impact our work. We are so grateful for the amazing level of commitment of our CSMFO volunteers.

After a successful 28-year career, Margaret retired as the Executive Manager of Finance for West Basin Municipal Water District. An opportunity to support the Town of Discovery Bay CSD as their Finance Manager provides her the opportunity to help guide them through transformative. Margaret began her professional career at Coopers & Lybrand focusing primarily on governments and nonprofits. Margaret earned her B.A in Economics from U.C. Santa Barbara. She maintains her license as a certified public accountant (CPA).

Margaret was appointed by the California Society of Municipal Finance Officers (CSMFO) Board to serve as Executive Director where she has overall strategic and operational responsibility for CSMFO programs and execution of its mission. Margaret served as the 2018 President for CSMFO and also served in a variety of volunteer capacities. Margaret has also been active with CMTA and GFOA. In June 2022, Margaret joined California Class, a joint powers agency, as a Board of Trustee to serve a four-year term for this local government investment pool. In April 2024, Margaret joined the NIGP Certification Commission as a public stakeholder member.
