 After a successful 28-year career, Margaret retired as the Executive Manager of Finance for West Basin Municipal Water District where she had oversight on accounting, treasury, debt management, procurement, information technology, and records management. An opportunity to support the Town of Discovery Bay CSD as their Finance Manager provides her the opportunity to help guide them through transformative changes from building a long-term fiscal view, enhancing their financial policies, and evaluating an ERP change. Margaret began her professional career at Coopers & Lybrand focusing primarily on governments and nonprofits. Margaret earned her B.A in Economics from U.C Santa Barbara. She maintains her license as a certified public accountant (CPA). In August 2024, Margaret was approved by the CSMFO Board to serve as Executive Director where she has overall strategic and operational responsibility for the California Society of Municipal Finance Officers (CSMFO) programs, and execution of its mission. Margaret served as the 2018 President for California Society of Municipal Water District (CSMFO) and served in a variety of capacities including the Chair of the Finance Committee, a member to Career Development Committee, the Program Committee and Membership Committee, and participated in the launch of CSMFO’s mentorship and cohort program. Margaret served as the 2016-2017 President for the California Municipal Treasurers Association (CMTA), and currently serves as Chair to the Membership Committee and member of the Education Committee. Margaret is a member of Government Finance Officers Association (GFOA) and was elected to the Executive Board in May 2020 where she served a 3-year term. During her term, she served as ex-officio to the Community Economic Development and Capital Planning Committee and also served as a representative on the CPFO committee. She also participated on the Mentorship Committee for the Women in Public Finance Network, and supported certain working group efforts including Ethics and Rethinking Financial Reporting. She also a contributing member to the published book: Accounting for Capital Assets. In June 2022, Margaret joined California Class, a joint powers agency, as a Board of Trustee to serve a four-year term for this local government investment pool. In April 2024, Margaret joined the NIGP Certification Commission as a public stakeholder member.Updated 8/22/2024 |
