CSMFO Webinar Latest Update — the Business Roundtable Measure and Development Impact Fees after Sheetz v. El Dorado County a CSMFO webinar 10:00-11:30 a.m., Thursday, July 25, 2024 This webinar will discuss the demise of the California Business Roundtable (CBRT) measure, with Assembly Constitutional Amendments 1 and 13 remaining on the November ballot. Assembly Constitutional Amendment (ACA) 1 would allow a city, county, or special district, with 55% voter approval, to incur bonded indebtedness or impose specified special taxes to fund projects for affordable housing, permanent supportive housing, or public infrastructure. The Protect and Retain the Majority Vote Act (ACA 13) will ask voters whether, in the event a citizen-initiated constitutional amendment contains vote thresholds in excess of a simple majority, such an amendment should be supported by the same vote threshold it seeks to impose. Our presenters will also update everyone on the Sheetz case as it affects your current development impact fees: Don’t be spooked by payments under protest! With regard to such fees, we will discuss best practices for fees overall, fine-tuning your nexus studies, 5-year reports, 1-year reports, and new case law.
