What We Do
The Finance Department's mission is to provide sound fiscal analysis, support services, and reporting in an accurate, timely, cost-effective, and professional manner to City officials, departments, residents, and businesses. The Finance Department provides a variety of services through the operation of four major divisions: Budget, General Accounting, Purchasing, and Revenue. The Finance Department is responsible for the management and oversight of the City's budget, accounting activities, preparation of annual financial statements and facilitating their respective audits, accounts receivable and payable, procurement assistance and compliance reviews, investment management, business tax collection business and transient occupancy tax collections, cashiering functions, and utility billing.
Who We're Looking For
The City is seeking a detail-oriented, highly motivated Senior Financial Systems Analyst with a strong blend of financial operations knowledge and technical systems expertise to support and enhance the City’s financial systems. The ideal candidate will have a deep understanding of governmental or enterprise financial processes and the ability to translate operational needs into effective system solutions.
This position requires hands-on experience with enterprise-grade ERP systems (such as Tyler Munis, SAP, or Oracle), strong proficiency in SQL, and experience developing and maintaining reports and dashboards using SSRS and Power BI. The successful candidate will also demonstrate the ability to build and maintain effective cross-functional partnerships, particularly with Information Technology and Finance Department stakeholders.
Serving as the Finance Department’s primary systems super-user, this role will coordinate system integrations, oversee reporting solutions, and provide city-wide support related to the core financial system. The position reports to the Director or Assistant Director of Finance and plays a critical role in ensuring the reliability, efficiency, and effectiveness of financial system operations.

The Senior Financial Systems Analyst plans, organizes, oversees and coordinates the implementation, integration, maintenance, training and support of City financial systems; provides expertise in program elements for the organization by utilizing high level accounting, analytical and automated financial system knowledge and skills to ensure effective delivery of financial services; actively communicates with various City departments to translate business requirements into the City's financial system, and performs a variety of professional and technical level tasks relative to the assigned area of responsibility.

Distinguishing Characteristics
This is the advanced journey level class in the single-class professional financial applications analyst series. Positions at this level are distinguished from other information technology analyst classes in that typical Systems Integrator/Analysts specialize in integrating information technology systems at large, whereas this position requires both financial and technical expertise to support ongoing financial operations and city-wide support associated with the use of the City's core financial software. The Senior Financial Systems Analyst position would not be responsible for infrastructure, hardware requirements, and software installations as these functions and responsibilities remain under the purview of the Information Technology Department. This position will serve as the dedicated super-user and coordinator of needed integrations for Finance Department technology, primarily the core financial system.

Experience:
Four (4) years of recent progressively responsible work experience in a financial operations environment including general accounting experience.
Two (2) years of experience should be complex functional experience with enterprise financial systems, preferably within a municipal environment.
Must have project management experience.
Training:
Equivalent to a Bachelor's degree from an accredited college or university with major course work in Accounting, Finance, Business, Computer Science, Information Management Systems or a related field.
